The public plazas; Colón, de Armas and San José in Old San Juan will have free internet access as of August according to the Mayor of San Juan, Jorge Santini. These will be the first public plazas to offer wi-fi, and it is hoped that this service will help to bring more people to those areas. The plan will be expanded to the Plaza de la Convalecencia, in Río Piedras; in part of the Universidad Ave. and at the Plaza Antonia Quiñones, Plaza del Ancla and Ventana al Mar, in Condado by January.

good news for internet users! I wish the same service will be offered in our place… ha! another wishful thinking! =D
I am not sure if it is still going on, but the Plaza de Caguas was the first one to have free Wi-Fi access.
